Marguerite Womack Joins JVS as Incoming Director of Workforce Development
August 27, 2012 -- JVS Los Angeles is pleased to welcome Marguerite N. Womack as Incoming Director of Workforce Development.
Womack brings more than 15 years of experience in economic and workforce development to JVS. She will oversee all of the agency’s employment-related programs, working closely with the head of JVS’ training and educational programs, to enhance resources for job seekers and businesses.

“I’m looking forward to having a direct impact in people’s lives,” said Womack, who was born in the Netherlands and grew up in the San Gabriel Valley. “JVS has an outstanding reputation in the community. It’s known as an organization that always delivers.”
JVS’ two full-service WorkSource Centers in West Hollywood and Marina del Rey, as well as satellite offices in Sherman Oaks and Antelope Valley, will come under Womack’s supervision. Other programs under Womack’s jurisdiction will include JVS’s award-winning Veterans First program that helps military personnel transition to civilian life, and the agency’s wide range of programs serving at risk, foster and probation youth.
She will be working closely with JVS Workforce Development Director Angie Cooper and her team throughout the transition as Cooper prepares to take the next step in her own career with the launch of an independent consulting business in January of 2013.
Under Cooper’s stewardship, JVS expanded the Workforce Development Division from a $100,000 JVS department to encompass two full WorkSource Centers, three satellite Career Centers, including City, County, State, Department of Labor and Foundation grants for adults and youth. She initiated the JVS GAIN/Maximus partnership and ensured the program acquisition of Career Planning Center, Inc., which included such programs as the Family Development Network, L.A. County GROW and the JVS expansion into the Antelope Valley.

She follows in the footsteps of a great leader in Angie Cooper who built JVS’ outstanding workforce development team from the ground up and we will be delighted to continue our relationship with her as a consultant in a strategic capacity on key projects and exploring new initiatives for the agency.”
Womack comes to JVS from the United Way of Greater Los Angeles where she worked for six years. From 2006 to 2010, she served as the Director of Economic & Workforce Development where she led the agency’s strategic investments, partnerships and advocacy efforts to improve the financial stability of families in Los Angeles County. Initiatives under her supervision included United Way’s family savings program, Saving for the American Dream, the Asset Building Coalition, and the Los Angeles Earned Income Tax Credit Campaign, which brought back more than $13.5 million in EITC and more than $40 million in total refund dollars to L.A. County.
In March of 2010 Womack became the agency’s Director of Operations, streamlining internal systems and growing foundation gifts by $300,000 in her first year. Most recently Womack developed United Way’s new initiative serving veterans which will be rolled out at the end of 2012.
“At the United Way, I was involved in a lot of very meaningful systemic work, but I missed the direct involvement with the families we were working for,” said Womack. “There was a point in my life when I was a recipient of benefits. I was fortunate to have some family members I could rely on but not everyone has that support. So I wanted to give back when I had the opportunity.”
During her seven years with Goodwill Industries of Southern California from 1999 to 2006, Womack managed and led the new business outreach division, earning recognition from the City of Los Angeles workforce development agencies. As the Director of Goodwill’s Central San Gabriel Valley WorkSource Center, Womack developed relationships with government agencies, educational institutions and community based organizations, leveraging resources with an annual savings of $95,000 and growing revenue 32% in her first year.
Womack is a past chair of the Los Angeles Workforce Funder Collaborative, a partnership comprised of foundations, corporations, and public entities with unique funding priorities and a shared vision to skill-up the workforce and align workforce systems. This collaborative of public systems and private philanthropy is dedicated to improving the quality of life for L.A. County residents by leveraging investments in job training projects that prepare people for employment in industries where jobs exist, are unlikely to be outsourced, and provide a family-sustaining income with opportunities for career advancement. JVS has benefited from this collaborative with grants to our HealthWorks™ program that trains low income adults for entry level careers as Certified Nurse Assistants in the growing health care industry.
Womack’s volunteer activities include the Asian Rehabilitation Services Board of Directors, the California Community Colleges Economic & Workforce Development Program Advisory Committee, and serving as a judge for the California Award for Performance Excellence.
Womack has a Bachelor of Arts in Organizational Psychology from California State University, Fullerton.
